Slag Cement in Texas: What the Spec Allows, and How to Submit It.

If your job is TxDOT-let or follows TxDOT specs, slag cement lives under three documents: DMS-4620 qualifies the material, the Slag Cement Material Producer List names who can supply it, and Item 421 says how much you can use. The Three Documents That Govern Slag Cement on Texas Work

Qualification

DMS-4620

The TxDOT departmental material specification for slag cement. It requires ASTM C989 Grade 100 or better and producer sampling and testing. A producer earns a code by passing it. Material from an unlisted producer is not eligible on state work.

Who can supply

Slag Cement Material Producer List

The list names each qualified producer, its plant location and its code. As of the August 2025 list, seven producers are qualified and only two plants are physically in Texas, both in Houston. The list has since moved to TxDOT's online MPL dashboard.

How much

Item 421, Hydraulic Cement Concrete

Mix design Option 2 replaces 35 to 50 percent of the cement with slag cement, up to 70 percent for mass concrete. Option 3 allows slag in combination with fly ash or other pozzolans. The mix designer picks the option; the supplier proves the material.

Stabilization

Special provisions

Slag-lime soil stabilization is not a standard item. TxDOT has written a special provision for it, used on FM 3338 in Webb County, at 5 percent slag with 1 percent lime. Acceptance is district by district. See slaglimestabilization.com.

One thing to confirm before a state bid: DMS-4620 qualifies slag cement as a concrete material. Whether a district accepts slag plus lime under a stabilization item is a separate decision. Ask the district materials engineer before it goes in the bid, and reference the FM 3338 special provision when you do.

Where the Material Comes From and Why It Matters on Price

Every Texas-located slag cement plant is in Houston. Everything else on the list ships in from Chicago, Florida or overseas.

Houston-ground

Shortest freight anywhere in Texas. This is what Hasten supplies, loaded on the Ship Channel and trucked or railed to the job.

Out-of-state and import

Also listed and also acceptable. Usually priced above Houston material on freight, and lead times run longer. Worth knowing when a competing quote looks low: ask which code it is.

Is slag cement TxDOT approved?

Slag cement is qualified under DMS-4620 when it comes from a producer on the TxDOT Slag Cement Material Producer List. Hasten supplies material from a listed Houston producer and puts the producer code on every quote.

How much slag can I use under Item 421?

Option 2 allows 35 to 50 percent replacement of portland cement with slag cement, and up to 70 percent for mass concrete placements. Option 3 allows slag in combination with fly ash or other pozzolans within the limits in the item.

Which producers are in Texas?

As of the August 2025 list, two of the seven qualified producers have plants in Houston. The others are in Chicago, Florida or overseas and ship in. TxDOT now publishes the current list on its MPL dashboard.

Can I use slag cement for soil stabilization on TxDOT work?

Only under a special provision, and only where the district accepts it. TxDOT wrote one for FM 3338 in Webb County at 5 percent slag with 1 percent lime. It is the researched fix for high-sulfate soils, and we can point your engineer to the provision and the research.

What grade do you supply?

Grade 100 or better under ASTM C989. Grade 120 is available on request depending on producer supply that week.
